Some say he’s born with it some say it depends.
That and the lifts in his shoes that make him lean forward 
I always figured he stood like that because he's trying to hold in a turtle head. That, or someone told him it makes him look less fat.
The lifts would make sense, since he is so sensitive about that, and lying about his height (and weight).
Is this a real picture? Seems modified or else he would fall over. Maybe he's standing uphill?
