I think it's a hangover from the early 2010s men's fashion trend that made suits way too tight all over the place. If a suit jacket isn't impeding your movement it's too loose and you'll look like one of those NBA pictures from the 90s.
I think he may have just bought a Hugo Boss or Christian Dior off the rack that's one size too large. The jacket sleeve shouldn't be halfway down his hand, it should stop at your wrist.
