They could build RCS into their app at any point but they don't and blaming their competitors for why they can't put it in. They do it with apps on their smart speakers as well. They only want their services to work with their devices and there is no excuse for the most profitable tech company to act that way except that it affects their bottom line and if there was anything they could do to pad their pockets with this switch to USB c, you could bet your bottom dollar that they would do it.
