Infant mortality and crime has dropped significantly. There has not been a terror attack in nearly a decade and the desperation fueled by poverty is no longer present. Xinjiang is also now a highly important hub for mechanised agriculture and industry. The Belt and Road runs through it and in recent times, large quantities of lithium, oil and other valuable minerals have been found in the province. Uyghur culture is also frequently promoted on Chinese media and tourism both domestic and foreign, has grown. Uyghurs also have Chinese citizenship. China has also finally supported South Africa's case in the ICJ.

I think they just mean in contrast to Israel's policies on Palestinians in the lands it settles.
