I've used Linux on various used Surface devices and it's worked pretty well. You can see what's working and what's not here.

I use this addon to get "installable" PWAs and it works great for me. I use three installed PWAs regularly and have several more installed.

I use arch on my laptops, debian on my servers, and I recommend fedora to others. I'm also nix/guix curious.

While Firefox doesn't natively have PWA support there is an addon that I use to add PWA support to Firefox. You have to install a helper program on your computer for it to work though so follow the installation instructions.
