I think you might be right, but honestly it felt like the whole point of the story was that people and relationships are the most important thing in life, which was demonstrated when Edward gives up his alchemy for his brother.

Perhaps the whole redeemed evil empire was just an accident born from wanting the state to be kind of obvious bad guys, but needing a storybook happyish ending. Well since Hawaii is controlled by the US, they can't ask for help from other countries, and the US won't ask for help from other countries either.

I can't say for certain if Hawaii would seek help from others if it was independent, but I feel like it's a pretty good guess.
