I think that the gun and everything else were dumped and found and the cops are saying he had them on him when he didn't. I think they know it's him, but they didn't use legal means to identify him (parallel construction). They might have used some kind of new way of tracking people that they don't want to reveal to the public.

Fourth option, he's taking the fall for a love interest.

Obviously not, but turnabout is fair play. You don't have to have active fines. Just find one of these book banners and send them a demand letter, if they don't return (book that is definitely worth over x amount) the librarian can issue an arrest warrant. If your wife happens to be wrong, well, qualified immunity bithces.

Some states give librarians the authority to issue arrest warrants if the value of overdue books is over a certain amount. Just saying.

People were pirating games over bbs in the 80s. I have a shoebox of 5.25" floppies for the commodore 64 with hand written labels.

First class letter mail is up to 3.5 oz and within a certain l thickness. Every ounce costs extra over the first oz (idk about commercial return mail pricing) just stuff it with flat cardboard from cereal boxes or fill out the information wrong and put in a competitors corporate address.

I'm sure they already exist, but there's probably a big audience for fanuc robot arms.
