A corrupted institution that just sits on impressive soviet legacy, sells old engines and push other programs to, suddenly, film a movie on orbit for PR? Yes, it will crash, and do that again. They have nothing on their own predecessors, who sent photoes and a sound recording of fucking Venus' surface back. With that management, even Moon is too far away. But this problem, being on Earth, is harder to solve than anything happening in space.
