bruh they made us sit in the library and do homework for the whole day if we couldn't afford the trips bc our school would lose some funding for lower headcounts per day. they essentially threw kids in jail for a day for being poor. I remember there was a weeklong science camp our whole grade went on... except the kids who sat in the library for a whole WEEK for being too poor.
The poor kids at my school got to play games all day, I was almost jealous!

In OPs case the field trip really only cost $10 but the teacher jacked it to $20 when they told the kids to shake down their parents
The 90s were a wild time where parents and teachers just trusted kids for some odd reason.
I think our school had parents come to the office to pay in cash in advance, and then you got a letter when you were running low
