I’ve recently started running a campaign which mostly takes place in a city and I was wondering if there are good recourses for cool NPC stat blocks for creative battles. They don’t necessarily have to have a lot of flavour themselves, but more a collection of NPCs with cool abilities.

Most resources are focused on monsters, which is great but not exactly what I’m looking for

Could start with the Anasi's Tapestry of Lives free preview.

I bought it after reading through the preview. Definitely helps to have really well fleshed out NPCs every once in a while to make up for the eh NPCs I have.
