Design Thinking in itself is a okay tool. But it's just a tool and you need more knowlegde to actually design and make proper applications. Know the usecases, know how to code, know the limitation/complications and most of all talk to your developers. The article itself is a bit of a rant, but I understand the frustrations. You're not going to make it solely with Design Thinking and that's the main issue here.
