The liberal Democratic Party of Korea’s bill recommends three-year jail sentences and fines reaching up to 30 million won.

“If I have to close down, with the financial condition I’m in, there really is no answer to what I can do,” Lee Kyeong-sig, who runs a farm outside Seoul raising up to 1,100 dogs, told Reuters.

They're probably adding some estimations based on dogs reproducing. Dogs can reproduce easily 1-2 times per year and have many puppies per litter. And a puppy can grow to maturity in about a year.

Annual dog consumption is 388,000. So I doubt they can do that, even if they wanted to.

I'd wager the international community could easily adopt that many, even if it was as high as the inflated number.
