Is this actually vote buying?

I'm discussing this with some libs and they are frothing about the legality of this. I'm trying to understand the correlation between signing a fake petition and selling your vote...

EDIT: The illegal part is paying people to get registered. I just realized i was kind of overlooking that aspect.

They're going to check it against a list of registered voters and throw out any BS entries. You're wasting your time, it's trivial to filter the list.

edit: and yea they get your voting history too so you and I are not winning the Million dollars and probably won't get paid at all.

States have varied requirements on who is eligible to request a list of voters, what information the list contains, what information is kept confidential and how the information contained in voter lists may be used.
