If I was a vindictive lame duck, I'd drop out on the day of the speech to upstage him and then spend the rest of my term screwing with the lobby as much as I possibly could. He doesn't have the spine or conviction to do it though.

The reality of the situation is that the US doesn't have all that much leverage against the Israelis. If we cut them off completely (and we should), it's unlikely that Likud's murderous policy would change in any way.
