It would depend on your definition of cheating. I assume most couples set limits on acceptable behaviour from full disclosure or don't-ask-don't-tell to no naughtiness. On a friend's stag-do a maid-of-honour #cough asked if I'd snog the hen and I obliged - it's between hen and her prospective husband as to where they drew the line that night. I am left with a nagging suspicion that it was a bet or a dare to kiss the oddest looking (hopefully not ugliest) bloke in the place.
In the UK the Jack the Rippers have a no touching policy because, I believe, they are subject to strike licensing laws. Overseas, in my limited experience (Prague) restrictions are minimal or nonexistent, so that would have to be taken into account. "What happens in tour..." is seemingly common, unless, apparently, it's stories about me.
