It was collected as part of a dragnet - they weren’t surveilling them specifically. The FBI just attempts to illegally surveil US citizens, breaking the Fourth Amendment.

This time, it just happened to hit a senator

Although the one using the SSN looks like a flat out abuse of power.

It looks like at least one of the other ones was trying to protect the senator, not actually target them.
