Lol the vessel needs routine maintenance, it can't just stay out to sea for 30 years. Saying a submarine can stay underway except for maintenance is like saying "I can drive my car continuously for thousands of miles except for oil changes and stopping to get gas." Just because the fuel sources of a submarine lasts for 30 years doesn't mean everything else does.
