Mobile devices that use GPS for location services, don't use the satellites exclusively, they use GPS-A location which relies on triangulation between cell towers, and for greater preciseness wifi SSID signal strength.

Turning off internet location services make GPS-A devices unable to use GPS services

Yes, but AGPS is not GPS. And GPS receivers are tiny already. So this makes no difference to anything.
