Kid probably had the cavities before going to foster care and they were just the first ones to take them to the dentist. Fortunately, those teeth will get replaced in a few years. Best time to get cavities is before your adult teeth come in, if you absolutely have to have them.

They probably filled the kid's bottle with Mountain Dew. I've personally seen that.
