First person shooter is a genre, not the mere presence of first person shooting. First person shooters like for example Call of Duty have some RPG aspects, but they're not RPGs either.

At most, I'll agree with "RPG with FPS elements", though even THAT is a bit misleading since the combat system doesn't function in ways very similar to that of an FPS once you scratch the surface.

so you're gatekeeping the descriptive "genre" of First Person Shooter, and in whatever definition you have you exclude all the games that don't mainly focus on first person shooting, despite the fact that first person shooting is one of the most common ways to progress in the game?

That's just silly

also user defined tags on steam, since the definitions of what fits or doesn't fit a certain genre depends entirely on the audience's opinion - go ahead disagree with the leading opinion

Other way around: I'm not letting you smear my beloved RPG by incorrectly labeling it an FPS lol

and in whatever definition you have you exclude all the games that don't mainly focus on first person shooting,

You know what a genre is, right? Would you call the Horizon and Assassins Creed games platformers? They involve platforms, after all 🙄

despite the fact that first person shooting is one of the most common ways to progress in the game?

It isn't, though. One of the things that makes it a better game (in my subjective opinion) than for example the Diablo games is that there's tons of other ways to progress than just shooting everything.

the definitions of what fits or doesn't fit a certain genre depends entirely on the audience's opinion

Nope. People are often objectively wrong about things.

go ahead disagree with the leading opinion

Thanks for the permission to keep not having my opinions determined by the frequently ignorant masses, I guess. Am I also allowed to keep refraining from saying "literally" when what I actually mean is "figuratively"?

"most common way" man, did you even read the words I wrote?

and ah yes "objectively wrong" about video game genres, suuuuure

anyway, this conversation has been incredibly stupid, and your oddly strong opinion about what is and isn't an FPS is not even based on any facts. Fallout:NV does indeed allow you to shoot at things from the first person perspective, and however small part of the game it might be for you, the fact you can do that, does make it, in part, a first person shooter - whether you like it or not. And if somebody doesn't like first person shooters, there's a high likelihood they won't enjoy modern Fallout games either. this said I'm out, I've got better things to do than arguing about "objectivity" in definitions of video game genres lmao
