At least I'm pretty sure that's what it is. It has a nice garlic taste. I chopped it and put in some oil, salt and pepper for a nice little spread.

Is it spicy? Why is it called mustard?

I'm not sure I'd call it spicy, but it has a bit of a bite to it. It's one of many members of the mustard family. It definitely tastes and smells a lot like garlic.
