iirc sv wasn't made in a game engine

Making a game using a framework is usually considered 'writing your own engine', the game needs to run on something even if it is barebones.

Also, Stardew uses bitmap fonts I'm pretty sure, the game just scales it differently - it isn't rasterized.

There are two kinds of bitmap fonts. The first one is true bitmap fonts, some of them even use ancient formats for such. The second one are "bitmap style" fonts, made in TTF, with pixels already being baked in. It does have some advantage in the accessibility department, since you can just swap it out with any other fonts, otherwise it's often a nightmare to match the pixel size, many just go close enough then call it quits.
