Yearly inspection laws need to be passed. Where the government forces landlords to actually do work and keep everything up to code.

Landlords should have to be legally regsitered and certified, taking courses to stay up to date on landlord/tenant rights and responsibilities. They should also have insurance/financial proof they can adequately maintain their properties and cover unexpected maintaince costs.

However, landlords will gladly raise the rent for literally any reason at all, so the increase in rent will happen anyways.

Basically, there's actually no reason this hasn't already been passed other than that poor people don't pay for elections.
