Some cities, such as Portland and Minneapolis, passed laws restricting the police in a multitude of ways. Made tear gas and non-lethal bullets illegal, made noise cannons and sonic weapons illegal, made it illegal to hit people with cop cars, made it illegal to abduct people in unmarked vans, etc.
None of these were followed in any way. The cops kept using these tactics and were never punished in any way. The legislation did nothing to change their behavior. That's because the laws are a joke. Cops run the show, they are an organized cartel hundreds of thousands strong and they de facto run the country on the ground level.
