I'd still call them bookshelves, but in this instance I'd also specify "binders on bookshelves".

In German, this would not be a bookshelf. It'd be a document shelf or a folder shelf, so I can't say I agree with "bookshelf"... dangit, English! You are one of if not the germanic language with the most words and you are always lacking!

Aktenregal, but "Akten" doesn't work as a literal translation, so I paraphrased.

Filing shelf gibts, wobei sich die anglophone Welt da wahrscheinlich was mit Registerkarten zum von oben rausheben vorstellt (sowas was in Arztpraxen steht). Wenn du das wirklich Aktenregal nennen würdest, okay go ahead, ich will hier auf keinen Fall linguistische Vielfalt zensieren, aber ich glaube die große Mehrheit an deutschsprachigen Personen würde hier einfach "Regal" benutzen, vorallem wenn man ein Bild postet, mit dem der Kontext zu 100% klar ist.

Geht mehr drum, unter welchem Namen du im Möbelhaus sicher diese Sorte Regal findest. Das wäre "Aktenregal". Dass wir im Deutschen in der alltäglichen Sprache überhaupt nicht unterscheiden zwischen Bücherregal und anderweitigem Regal, ist nochmal was anderes.

While they might technically fit the loose definition, these are two ring file folders. They are definitely on a bookshelf though, so don’t why anyone would take offense to that.
