Their new network transmits 1.2 terabits per second. That's over 1200 gigabits, per second. At this speed, the network will be able to send 150 4K movies in less than a second. China's economy is set up for these headlines, government bodies are spending hard on infrastructure and sometimes it's good (roads, bridges, dams, most of them have a long term value to a region) and sometimes it's overbuilt, like the small/medium city with two airports.

They want the implication to be "China has the best internet, thus China is the best place to go for my internet company" or something like that. But they are intentionally overbuilding for a future state that may never come, just like the small/medium city with two airports.

It's great to invest in infrastructure, but other things count too, and there are diminishing returns at some level of development.
