The solution is really to offer people a place to live, camp, park their cars/RV’s thats outside the city.

What? How about giving them homes?

Yeah, right now the issue is that people don’t want homeless people in the cities. So they’re making it illegal to use a public spaces. So if you were the designated certain spaces, not in the middle of the cities, that would also be a start to a solution.
