The cartel had previously kidnapped the mayor and his son, releasing them after he agreed to replace the security chief—but the change never took place.

What's the difference between a cartel and a mobster? Not joking. They seem to use it more in Mexico.

  • A group of parties, factions, or nations united in a common cause; a bloc.

Nothing at all they're crime syndicates. Maybe how they operate specifics or the culture but the triad, the Yakuza, whatever else. they're just groups okay doing illegal things who seek out a monopoly on violence typically against the state they live within or something right?
