does not compute. how does this response help me understand? i have read through a bunch of stuff but question has not been answered. what have i missed? pls advise.

If I understand correctly, OP is after the non-Russian Pale Moon browser start page, not the project home page.
Oh, I see. I misunderstood.
So did I apparently. In that case I strongly suggest setting the default page to about:blank instead of that start.me crap.
yep! ended up setting a diff default page, but was more so curious about the behavior/root cause.
You could open up the developer tools of the browser, if Palemoon has it, and see the value of the
Accept-Language
header your browser send to sites. If that's correct, and there are no cookies set that determines language, it has to guessing based on IP.
