A bill outlining the year's funding of the entire federal government for the third most populous country in the planet isn't exactly your average bill...

This bill only covers the "discretionary" budget as well. "Entitlements" like social security and medicare and debt service don't need annual appropriations.

Sure... The stuff that actually changes tends to be a lot more complicated, and need a lot more detail, than the stuff that doesn't...
