We obviously will never truly know what the rules are and aren't.
But understand that the Qatar government's interests extend beyond their borders. ALL countries do.
As for what I assume you are alluding to: Al Jazeera's coverage of the October 7 attacks were very biased and either excluded or ignored a lot of information that heavily shaped public opinion. As for the ongoing genocide? Obviously they don't need to spin that because israel are glad to be monsters and other nations in the region are glad to report that they are monsters.
Which is the reality. No outlet is truly neutral and it is important to understand what biases exist and what their sources may be. The BBC wasn't going to shit on the royal family because they get a LOT of funding from royalists. But they also aren't likely to go out of their way to protect parliament.
And same here. When such a deranged editorial statement is made... think about why it was likely made.
