Context please, and how will they pay the fine?
It's symbolic. No one cares, or should care, about what russia wants anyway.
The USA are about to become their puppets, why shouldn't people care?
Not caring as in not complying if not necessary. If they want something because otherwise "Rush B blyat get nuke", then we obviously have to care to some extent.
