Yes, but actually no. AFAIK, it decreases when infant & childhood mortality decrease or when Quality Of Life (QOL) decreases.

Post-Soviet Europe that was given shock therapy by neocolonialists had decreased QOL and decreased birthrates, and increased deaths of despair. Now that neoliberalism has reached more advanced stages back here in the imperial core, our QOL and birthrates are also decreasing, and our deaths of despair are rising.
