Why not just say bankers? Why reference the historical trade of “money changers”?
Hopefully some info here will be interesting:
Looking at EU, money-exchangers are often the first scam you see. There had to be laws for banks in place to limit on how much they could charge. Euro fixed it up big time.
There are still a lot of non bank owned bankomats, that basically steal your money if you want cash. (Euronet is an example like that)
Not gonna answer? Just seemed like an odd choice of words that might have an intended double meaning.
