Probably to imply that they're being disingenuous to avoid criticism for not officially condemning the atrocious actions of the fascist apartheid regime..

That's a good question. It may be a direct quote, or it may signify that some of the leaders are puppets of the US and really don't give a fuck what Israel does as long as the US says it's OK.

I guess it's more of a quote, but I genuinely don't understand why you would need to quote like that.

Did the express concern, or did they "express concern" or did they express they are "expressing concern"?

I don't know, I guess there's probably some journalistic intent behind it but....
