The Wind Rises sounds the most appealing at the moment. It's hard to accurately describe exactly what you want in an anime when you don't really understand the genre or know the lingo. I might try The Wind Rises. Cheers.

My Neighbir Totoro has an early iconic scene with rain and is a great movie.

5 centimeters per second is the first time rain in an anime wowed me, the animation is stunning.

that movie is mostly rain, and the rain/nature animation is next-level right from the opening credits.
