Do you think that the American taxpayer is going to stand for that if you get thrown in jail in Germany for posting a mean tweet?
This guy isn't aware that free speech in Germany and USA are different things.
In the USA it means you can say anything. Anything. You can literally insult other people and they can't do anything about it.
In Germany freedom of speech means you can say anything as long as that doesn't violate the rights of other people. For example you can say you don't like other people but you are not allowed to insult them because that is slander which is punishable by law. (A guy called a police officer peppermint prince because of the green uniform and got a pretty hefty fine for that.)

Historically that's correct. But nowadays most of these soldiers are stationed in Ramstein, the major logistics hub of the US military in Europe. If the US leaves they'll lose most of their ability to quickly move troops, supply and arms across Europe, Northern Africa, the Middle East and Eastern Europe (Ukraine).
The USA can reduce the soldier count by a few thousand without the mentioned downside. That's not threatening to Germany or Europe at all.
Germany needs to figure out how to create the manufacturing boom the third reich created, with the politics of today. Last time they were the aggressors, this time they're going to be on defense.
