If i remember my lethal weapon 2 correctly there's a thing called diplomatic immunity. This means you can be the most criminaly criminal that ever criminaled and there's nothing anyone can do about it.

The only weakness is shopping crates

I belive that's only for crimes committed while acting as a diplomat.
