I didn't find a helpful explanation in those links but this weather.gov link explained what clear air mode was.

I'm no weather expert, but because you've got a regular pattern around the radar (the circle) that really shouldn't appear in a normal weather condition, the beam may be getting grounded due to local conditions - see beam ducting.

The lil notch on the right is looks like it might be showing incomplete, conflicting, or out of bounds data. The site's map legend may have a decoder for that pattern.

A little area on the bottom right is definitely out of bounds area. It's right where the Indian exclusive economic zone ends. You can see its shape matches exactly on following map:

Honestly looks like a malfunctioning app to me. With propagation effects, the strongest radar returns should naturally be closest to the center of the circle with weaker returns as you go farther out.

In this case you've got strongish returns right up to what looks like the edge of the radar's unambiguous range and basically no returns towards the inside... Which I don't think represents any real phenomena. Looks more like the app is incorrectly rendering (or not rendering at all) the higher value radar returns, leaving that weird ring. Notice how there are some splotchy lower value returns towards the center though, which would be expected under normal circumstances.

What weather app is this?

(Forgive me if it's a very common weather app, I've tried a bunch but usually hate their interfaces so I get rid of them. I have one I like right now but am curious :)

It looks like they don't have good radar coverage for that small triangle, if you look at the lighter grey background that shows the radar coverage the shaded area is only covered by one arc.

Edit- the big circle is strange, maybe a faulty radar?
