It's for the belt tension actually! Like a guitar tuner. It's just one tool in the process though as it is not just the frequency of the belts that matter. Instead the frequency/resonance helps get the belts into similar tension before doing more adjustment.

I get better game performance in Linux, but I still use Windows mostly due to CAD software (just like you're saying). I hope those companies see the value in developing for Linux, but I'm not sure the statistics are there to convince them yet. Chicken/egg problem?

In addition to the emulator someone mentioned, you might want to try scrcpy, which lets you control and view your phone on your computer. No root needed and easier to use than an emulator.
