Yes and no
Normally used for the CIA but also used for agencies like the ATF, FBI, etc. Their inability to blend in to the native population's habits, patterns and speech makes them stick out like a sore thumb to the population, hence they "glow in the dark."
I would assume a cocaine addict actually wants a high-cocaine rail.
It is small and cramped in adult hands.
Same reason phones often do not come with accessories like a charger, cable, earbuds, etc. any more.
They are focusing on the dry part of the term. Using a liquid during the process goes against the dry part.
But is space (and its resources) truly infinite?
I think they mean that the "Wobblies" and the "Pinkertons" just sound like a bunch of cartoon characters or something.
