Rookie mistake, he was also wearing his ghillie suit inside out, which instead of adding +5 to your stealth modifier, is bright orange and neon green, which gives a -5 to stealth instead.

Snipers are such cowards, especially in occupation/colonislist armies and armed forces. The fighter jet pilots of the infantry world. Oh let me just invade someone's country, kill a guy in cold blood from a kilometre away with my high tech rifle, and retreat before the enemy calls a mortar strike on my position.

Snipers defending their homeland, country or territory are the only good ones. And those that sniped the Nazis.
